For our European Affairs team, we are looking for a Senior Policy Officer, European Affairs.

About the role

As Senior Policy Officer, you will play a crucial role within the European Affairs team.

You will:

  • Help to guide, coordinate, and oversee the work of the junior and 'medior' policy officers in the team, in close coordination with the Head of European Affairs
  • Translate EHA's strategic advocacy agenda into concrete positions and initiatives
  • Be the policy lead for specific dossiers

As a key member of the European Affairs team, you will play a pivotal role in delivering a variety of objectives.

The Senior Policy Officer reports to the Head of European Affairs.

Only candidates who live in the Netherlands will be considered. If you are a non-EU/EEA national, you must possess a valid work permit for the Netherlands.

Your core responsibilities

Relationship building and management

  • Identify relevant opinion leaders, decision makers, and other influential voices in policy areas of importance to EHA.
  • Initiate, develop, and maintain effective relations with key policymakers and stakeholders.
  • Contribute to, and help to oversee, our participation in or interactions with alliances, networks, and collaborative projects that can help advance EHA’s advocacy priorities.

Policy lead for specific dossiers

  • Develop a thorough grasp of assigned policy dossiers by monitoring and analyzing EU health policy developments, stakeholders’ needs and positions, and their (potential) significance for EHA’s advocacy agenda.
  • Propose, develop, and deliver an EHA position and advocacy approach (proactively where possible, reactively where needed) based on EHA’s advocacy agenda and strategic interests.
  • Represent EHA in relevant policy and stakeholder forums.
  • Proactively seek alignment and collaboration with other stakeholders.

Strategic insight and advice

  • Identify and analyze EU policy trends and developments. Assess their (potential) relevance for and impact on EHA strategy (European Affairs and overarching).
  • Advise the Head of European Affairs on opportunities and risks, as well as potential courses of action in the policy and regulatory realm.
  • Provide expert input into strategic discussions with(in) team and committee.

Intra/inter-team coordination

  • Ensure the appropriate coordination, collaboration, and exchange of information with team members and other EHA teams/colleagues.
  • Flag the need for and facilitate/drive alignment on issues such as positioning, messaging, and partnerships—both within and beyond the team.

Your profile

  • Education: A Master’s degree.
  • Experience: At least five years' experience in EU policy and/or advocacy, and experience or affinity with not-for-profit organizations.
  • Availability: 40 hours per week.
  • Thorough understanding of EU public affairs (policy, advocacy, stakeholder relations).
  • Familiarity with health policy and public health systems.
  • Understanding of precision diagnostics/precision medicine is an advantage.
  • Excellent oral and written communication skills in a public affairs context.
  • Excellent analytical skills.
  • Accuracy and attention to detail.
  • Ability to connect and keep an overview of information and activities.
  • Diplomatic, with relationship management and advocacy skills honed in international, multistakeholder, cross-disciplinary environments.
  • Strategic thinking.
  • Cultural sensitivity and awareness.
  • Excellent verbal and written communication skills in English.
  • Willingness to travel outside the Netherlands on a regular basis (mostly within Europe).
